Council expected to approve road bid schedule

The City Council is expected at its Tuesday night meeting to authorize consulting engineer Andre Aucoin to advertise for bids for the 2008 street overlay program.

Aucoin developed the streets list from requests submitted from each alderman.

About $46,000 of the approximate $800,000 was leftover from At-Large Alderman Jack Burson’s allocation for use by Mayor Bob Morris.

It is not known what, if any project, he added. He is not talking to The Eunice News.

Division of the money equally between each council member is the city’s time-honored method.

Splitting the every-other-year program among the wards does not take into account traditional priority factors such as traffic count, numbers of occupied dwellings, number of businesses, whether the road is a school bus route and other such criteria in determining which streets are repaired and when.

Aucoin studied the roads wish list from each council member and developed the pre-bid list.

The spending target for each council district and city-wide was $160,000.

Estimated totals are Ward 1, $173,531; Ward 2, $154,115; Ward 3, $154,189; Ward 4, $161,289; and at-large, $113,722.

This year’s budget added $450,000 to $450,000 banked for overlay last fiscal year. Fees and administration costs will amount to about $100,000.

In the alternate year, the city in the recent past has used Sales Tax money for other projects.

The administration recommended this year added that money to the overlay fund, in essence doubling the amount spent this year.

The at-large estimate leaves about $46,000 for Mayor Bob Morris to designate, an arrangement agreed to earlier by Burson.

Ward 1, Yukon from Vivian to McKenzie, 1,107 ft.; G&H from Hwy. 13 to East, 434 ft.; Walnut, from 3rd to Hwy. 13, 637 ft.

Ward 2, East from Maple Ave. to Hwy. 190, 2,620 ft; MLK to Ella, 1,375 ft.

Ward 3, Fairground from 12th to 9th, 1,120 ft.; Viola, from Maple to Ash, 1,562 ft.

Ward 4, 13th from Park to Betty, 261 ft.; Viola, from Park to Betty, 261 ft.; Viola from Ash to Park, 305 ft.; North 4th, from Camellia to the railroad, 589 ft.; West Vine from 8th to 4th, 1,460 ft.

At-Large, Betty, from Viola to 13th, 626 ft.; 6th from Maple to Elm, 338 ft.

Morris, with concurrence from the council, earlier discussed with vendors the possibility of overlaying parts or all of the path at the Walking Park.

The status of that is not available from the mayor who is not talking to the newspaper.
