Minutes of the Board of Commissioners of Rural Fire Protection District No. 2 of Tangipahoa Parish, State of Louisiana, held on Wednesday, December 3, 2008 at 6:15 P.M. following the meeting of the Consolidated Gravity Drainage District No. 1.

The Commissioners of T. P. Rural Fire Protection District No. 2 met in SPECIAL SESSION on Wednesday, December 3, 2008 and was called to order by President Carlo S. Bruno

The following members were present:

Tennis Rick, Michael Petitto , Carlo S. Bruno, Buddy Ridgel, Ronnie Bankston, Lionell Wells, Debbie Edwards, Bobby Cortez

Absent: Tom Tolar, Carlos Notariano

Ponchatoula Fire Matters:

A motion was made by Ms. Edwards and seconded by Mr. Cortez to amend the agenda by unanimous vote to add Ponchatoula Volunteer Fire Matters. Roll-call vote was as follows:

Yeas: Rick, Petitto, Bruno, Ridgel, Bankston, Wells, Edwards, Cortez)

Nays: None

Absent: 2 (Tolar, Notariano)

Chief J. Leslie Fletcher, Ponchatoula Volunteer Fire Department, made known the PVFD is requesting authority to provide full time paid firemen of the City of Ponchatoula, who are also volunteer fire department members, a longevity pay supplement for the calendar year 2008 from the TPRFD2 funds. The longevity payment received by any full time paid fireman shall not exceed $600 per individual. This longevity payment would be made by the City of Ponchatoula, subject to all current active Federal and State payroll requirements. The TPFRD2 fund would reimburse the City of Ponchatoula for 100% of the cost of the longevity payment.

A motion was made by Mr. Cortez and seconded by Ms. Edwards to approve the foregoing request of Chief Fletcher by amending the 2008 Fire Board Contract. Roll-call vote was as follows:

Yeas: Rick, Petitto, Bruno, Ridgel, Bankston, Wells, Edwards, Cortez)

Nays: None

Absent: 2 (Tolar, Notariano)

Manchac Fire Matters:

Ms. Edwards gave an update on the situation of the Manchac Volunteer Fire Department since the resigning of Chief Bud Thompson. She commended the Ponchatoula Volunteer Fire Department on stepping up to help with the matter.

A motion was made by Ms. Edwards and seconded by Mr. Cortez to authorize Mr. Billy Dufreche, Ms. Jenny Baker and Mr. Tom Tolar to sign checks on behalf of the Manchac Volunteer Fire Department until a new board is in place. Roll-call vote was as follows:

Yeas: Rick, Petitto, Bruno, Ridgel, Bankston, Wells, Edwards, Cortez)

Nays: None

Absent: 2 (Tolar, Notariano)

A motion was made by Ms. Edwards and seconded by Mr. Cortez to appoint Mr. George Coxen as Interim Fire Chief of Manchac Volunteer Fire Department under an emergency situation until the matters of the department are resolved. Roll-call vote was as follows:

Yeas: Rick, Petitto, Bruno, Ridgel, Bankston, Wells, Edwards, Cortez)

Nays: None

Absent: 2 (Tolar, Notariano)

With no further business appearing, on motion by Ms. Edwards and seconded by Mr. Wells, the T. P. Rural Fire Protection District No. 2 adjourned.
