Police Jury hire Noegel as public works director

The Vermilion Parish Police Jury combined two director positions in order to save money.

By a close vote of 8-6, the Police Jury hired Billy Noegel as the new public works director. He will also manage the parish’s mosquito control department.

Noegel has been the director of the mosquito control department for the last five years. He and four others applied for the Police Jury’s Public Works Director position after Herschel David, the present director, announced he will retire this summer.

Mark Broussard, another candidate, received the six Police Jury votes.

Police Juror Wayne Touchet, who made the motion to hire Noegel, said by combining the two positions, it will save the jury thousands of dollars. Touchet said the jury will only have to pay for one vehicle, one health insurance policy and one retirement.

Noegel was hired on a six-month

probational period.

The jury also had another close vote when it came to deciding Neogel’s salary. By a vote a 9-5, the jury voted to pay Noegel $70,000 a year which will make him the highest salaried Police Jury employee.

Chris Theriot, the police jury secretary/treasure earns $60,000 a year, said combining the two salaries will save the Police Jury around $25,000 a year.

But not all police jurors were in favor of combining the two positions and increasing the pay.

Police Juror Mark Poché, who voted against hiring Noegel and his pay increase, remembered three or four years ago when the Police Jury combined other positions and no one got a raise for their extra duties.

“We have consolidated positions before when our tax revenues have been down,” Poché said after the meeting, “but we have not given more money for these new job descriptions in the past. I do not think it is fair to our other employee who now have to multi-task jobs who make 9 to 12 an hour, that we pay this (Noegel’s) position almost $35 per hour.”
