Dorothy Mae Francis Baptiste

Funeral services will be held Saturday, Dec. 14, at 10 a.m. at St. Theresa Catholic Church for Dorothy Mae Francis Baptiste, 79, who died Dec. 2, 2019, at her residence.
Services will be conducted by Father Godwin Imoru.
Interment will be in Woodlawn Cemetery.
She is survived by her husband of 59 years, Rannie Lee Baptiste of Crowley; seven loving children, Byron Baptiste (Geneva), Starlet Baptiste, Jerome Baptiste (Nicole), Tracy Baptiste Landry (Richard), Jarrod Baptiste (Geneva), Johnus Baptiste (Inger) and Derrick Baptiste, all of Crowley; three sisters, Lillie Francis, Geraldine Francis of Crowley, and Sandra Washington of Charlotte, North Carolina; two aunts, Leaze Lewis and Nettie Bias of Crowley; two uncles, Robert Francis and Odis Bias of Crowley; 55 grandchildren; 30 great-grandchildren; 16 great-great-grandchildren and a host of nieces, nephews and a special friend, Rosa Mae Bernard.
She was preceded in death by her parents, John Francis Jr. and Mary Bias Francis; a sister, Mary Francis Larry; two brothers, Chester Francis and Kelven Rogers; maternal grandparents, John and Julia Bias; paternal grandparents, John and Edna Francis; one grandchild, Jarrod Baptiste II; and one great-great-grandchild, Jeremiah Sonnier.
Visitation will be held Saturday, Dec. 14, at St. Theresa Catholic Church from 8 a.m. until time of service. A rosary will be recited at 9 a.m.

Rayne Chamber meeting hears positive reports

RAYNE - A number of committee reports were heard during the December meeting of the Rayne Chamber of Commerce and Agriculture held Wednesday, Dec. 4, at the Chamber office.
A positive report was given of the inaugural Rayne Holiday Market held Saturday, Nov. 30, during “Shop Small Saturday.”
““It was a great day and I believe a roaring success” stated committee member Cynthia Oliver as 40 vendors were on site at the Depot, plus numerous local businesses offering plenty of deals and participating in the special ornament raffle for Chamber Cash.
“I have heard from numerous businesses who offered positive responses of the day,” stated Chamber President Jeremy Lavergne concerning the Rayne Holiday Market held in conjunction with Shop Small Saturday. “The businesses I have spoken to mentioned a upswing in sales for the day.”
Lavergne also gave a short report of the upcoming 2020 Frog Festival, noting that all bands have been booked.
“We are planning a different way of introducing the entertainment for the festival,” stated Lavergne. “We will make it an anticipated event where everyone can get excited about the festival.”
Lavergne also noted that sponsors are going well, but that everyone’s help is needed for another productive festival. “Let’s keep those sponsorships coming in -- they are the key -- and we hope to continue to see an increase every year as we have seen during the past three years.”
In addition, Frog Festival nominations have begun for grand marshal and poster contest entries.
Tiffany Thibodeaux gave a brief report of the upcoming 2020 Rayne Grand Court Mardi Gras Ball planned January 18 by the Rayne Chamber. She noted that ticket sales are going well and all plans are on track. Theme for the special event is “Totally Awesome 80s.”
It was also noted the Rayne Mardi Gras Parade and After Party have been planned for Saturday, Feb. 22, the weekend prior to Mardi Gras (Feb. 25).
Adult Scout Leader David Constantin reported on the new and improved sign for the Chamber office now in its final stage of being completed by the Rayne High School FFA organization.
A positive report was given of the recently completed two-day annual First Responders Breakfast held at Frog City Travel Plaza for all first responders of the area.
Executive Director Fran Bihm reported a total of 113 paid up Chamber memberships to date with all renewals due by Jan. 1, 2020.
Under new business:
• 2020 Annual Business Appreciation Night has been tentatively set for Feb. 12 or 13 at the Rayne Civic Center;
• Nominations for prospective new 2020 Board members are now being accepted; and
• January Chamber meeting has been changed to Jan. 8, 2020, due to New Year’s Day.
Announcements and reminders included:
• Business After Hours to be held Tuesday, Dec. 10, at the Germanfest Museum in Roberts Cove by the Germanfest Committee;
• Chamber office will be closed Dec. 24-30 and Dec. 31-Jan. 2 for the Christmas Holidays.
The meeting was adjourned and a lunch provided by Jeremy Lavergne and Tractor Supply of Scott was enjoyed by all.

Rayne City Council approves ordinances

appoints committee for annual review

RAYNE - Following last month’s extensive presentation by Todd Abshire of the LRWA explaining what adjustments are needed to be taken by the city, the Rayne City Council approved an ordinance relative to charges for the city’s water and sewer services during Monday’s December meeting.
“We don’t want to increase any bills for anyone,” stated Mayor Charles “Chuck” Robichaux. “But, the adjustments that are needed to maintain the integrity of the city are the minimum that will bring us where we need to be in compliance with the state. Our hands are tied and it has to be done to be in compliance as a USDA-funded water system.”
Noting that there has been no rate increase in the city’s water rates for the past 10 years, Robichaux stated, “The minimum required for us to get where we need to be is less than $5 per month ,per household, which will take care of the first 2,000 gallons used. That’s not much considering we have to realize that this will place us in a position to acquire funds or grants if a major water problem occurs. Otherwise, our system is in a bind with the state.”
The four-person committee appointed to be responsible for an annual review includes the city’s auditor, city clerk, attorney and engineer.
“Following the annual review, if no adjustment is needed, the rates stay the same,” noted Robichaux.
Following the approval of the public hearing, enactment and recording of ordinance 2018 for electric, water and sewer service, ordinance 2017 was also approved which enacts Chapter 83 of the Code of Ordinances of the City of Rayne entitled Civil Emergencies pertaining to emergency preparedness, disaster recovery and business continuity.
In other business, the Council took action on three properties submitted by City Inspector Mark Daigle, including:
• 701 Seventh Street - 90 days to demolish;
• 607 West Branche - 120 days to make repairs and board windows for safety concerns; and
• 707 Eighth Street - 120 days to aggressively clear property and actively seek succession and place property on market to sell.
Daigle will give updates following the allowed time frame.
Presented by Rayne Police Chief Carroll Stelly, the Council approved to dispose of a 2008 Dodge Durango as surplus for auction next month.
The monthly financial update was presented by City Clerk Annette Cutrera and approved by the Council, as was a street drive on January by the National Association of University Women for their scholarship fund.
Robichaux and Council members each wished everyone in attendance a Merry Christmas and safe holiday season to close the meeting.

Charles L. Hanks Jr.

Charles L. Hanks Jr., 54, born on June 16, 1965, passed away Dec. 6, 2019, in Tulsa, Oklahoma, where he resided.
He is survived by his wife, Angie Ladyblu Hanks; his children, Laura H. Condley and husband Greg, Ethan Hanks, Isaac Hanks, Charles Hanks III, Chelsea Hanks, Gabrielle Hanks and Eleasia Doré; three grandchildren, Evan Firmin, Aubrey Firmin and Zachary Firman; his mother, Gerladine “Geri” Pilcher Hanks; brothers, Todd Hanks and wife Susanne, Johnathan Hanks, and Gerami Hanks and wife Kissie Lanthier Hanks; and his sister, Cathy H. Scott.
Chuck was preceded in death by his father, Rev. Charles L. Hanks Sr.; his paternal grandparents, Oural and Olite Hanks; and his maternal grandparents, Amos and Evelyn Pilcher.
Chuck was a Gospel music minister for 20-plus years, mainly in the Oklahoma area.
By profession a commercial and residential painter and carpenter, he enjoyed fishing and hunting. He will certainly be missed by all who knew and loved him.
A memorial service will be scheduled at a later date.
