A city crew changes the marquee at the Rice Theater early Thursday morning to promote the Red, Rice and Blue Fourth of July celebration to take place at the Rice Arena. The Independence Day event will kick off at 10 a.m. and culminate with a fireworks display at 9 p.m. There will be live musical entertainment throughout the day and admission is free,
