Police Jury begins search for sect.-treas.

The Acadia Parish Police Jury is looking to hire a secretary-treasurer.
A legal advertisement began running in today’s Rayne Acadian-Tribune, the official journal of the parish, announcing that the police jury will be accepting applications for the position through the end of October.
The position is for a two-year appointment which will commence with the police jury’s January, 2018, meeting.
It was with one dissenting vote that the jury adopted a plan at the September meeting to fill the secretary-treasurer’s position, which had been vacated in February.
Laura Faul resigned the seat one year into a two-year term after accepting a position with the Acadia Parish Sheriff’s Office. Since that time, the duties of secretary-treasurer have been delegated to Donna Bertrand, human resources director for the parish.
The problem facing the police jury insofar as naming a replacement is in state statute, which mandates:
“The police jury/parish governing body must elect a parish treasurer for a two-year term and fix his compensation and the amount of the bond he must furnish. A parish treasurer may be removed during his term, but only for misfeasance, malfeasance, or any other lawful cause by vote of the majority of the elected members of the governing authority. However, a parish officer’s term may not exceed the term of the police jury/parish governing authority that elected him, except for any officers or employees governed by civil service law.”
Since the Acadia jury combined the offices of secretary and treasurer some years ago, that position is subject to the above-stated statute.
However, two clauses in that paragraph — “must elect a parish treasurer for a two-year term” and “officer’s term may not exceed the term of the police jury” — have been the focus of repeated discussions at jury meetings since Faul’s resignation.
The statute makes no mention of filling an unexpired term, so, had the jury elected a secretary-treasure when Faul resigned in February, that two-year term would end in February, 2019. Jurors’ terms end in December, 2019.
As President David Savoy pointed out on more than one occasion, “There’s a 10-month period to be filled, either at the beginning or at the end.”
Nevertheless, the jury advertised for a secretary-treasurer and interviewed about a half dozen applicants before acting on District Attorney Keith Stutes’ recommendation that they “delegate the duties” of the secretary-treasurer on a temporary basis until such time as a permanent replacement was named.
That’s when Bertrand was appointed.
Then the question became, “How long is temporary?”
With the end of 2017 approaching, marking the midway mark of the jury’s four-year term, a plan has been finalized to elect a secretary-treasurer.
The jury will advertise and accept applications for the position from Oct. 1 through Oct. 31. Applications and resumé will be reviewed and applicants interviewed in November and a “primary candidate” will be selected in December.
That candidate, however, will not officially take office until the Jan. 9, 2018, police jury meeting.
Only Ronald Fabacher voted against the proposal.
Voting in favor were Chuck Broussard, Kerry Kilgore, Jimmie Pellerin, Richard Faul, Robert Guidry and David Simon.
Danny Hebert was absent.
In a related matter, the jury voted unanimously to seek legislation to change the treasurer mandate to a four-year position with provisions to fill an unexpired term if necessary.
Savoy said he would contact members of the Acadia Delegation to try to get that provision — even if it is only for Acadia Parish — pushed through the legislature during the next session.
“This will help us to attract quality people,” Savoy said. “It’s hard for someone to commit to taking a job like this for only two years.”
In other action during the September meeting, police jurors approved a request from the Rice Arena board to pay board members a $150 per meeting per diem.
The Rice Arena board consists of eight members who meet a minimum of once per month.
Jurors also approved a request from that board to hire one full-time and one temporary employee at the Crowley-based facility.
That will bring to three the number of full-time employees at the Arena with two temporary employees.
“We’re hoping that will take care of some of the overtime issues we’ve had there,” Savoy said.

RAYNE - Funeral services will be held on Thursday, Oct. 5, , at 2 p.m. in the Duhon Funeral Home Chapel in Rayne for Xander Cruz Benoit, 5, who passed away on Thursday, Sept. 28, 2017, at 8:42 a.m. at Our Lady of the Lake Regional Medical Center in Baton Rouge.
Pastor Berl Adams, pastor of First Baptist Church in Church Point, will be officiating for the services. Burial will be in St. Joseph Catholic Church New Cemetery in Rayne.

Marcia Ann Coleman April 14, 1962 ~ October 2, 2017

MOWATA – It is with heavy hearts that the family of Marcia Ann Coleman announces her death on Oct. 2, 2017, in Southwind Nursing and Rehabilation Center in Crowley surrounded by family and friends.
She was born April 14, 1962, the only girl of six children in the Coleman family. Marcia was the office manager for 25 years at the Boys Sanctuary in Eunice and later for AMIKids in Branch. She was also a former member of the Catholic Daughters of America.
Her giving spirit touched many souls along her journey and left a wide path of lasting friendship on her way. Little could diminish her smile, and she strove to continue to love despite her illness and adversities.
Marcia was preceded in death by her father, Luther B. Coleman Jr; mother, Gloria Bollich Coleman; and brother, Christopher Coleman.
She is survived by her brothers, Thomas Coleman and wife Pamela of Lafayette, Danny Coleman and wife Brenda of Mowata, David Coleman and wife Billie of Mamou, Byron Coleman of Eunice; and former husband, John Douglas Trahan of Rayne; as well as many nieces, nephews and godchildren.
Visitation at Ardoin’s Funeral Home in Eunice began Wednesday, Oct. 4, from 10 a.m. until 8 p.m. and continues Thursday from 8 a.m. until services. A Rosary was recited at 7 p.m. Wednesday.
A Mass of Christian Burial will be held in St. Lawrence Church in Mowata with burial in St. Lawrence Cemetery at 11 a.m., Oct. 5, with Father Joseph Tran officiating.

Nabbie Broussard Brown

Duson - Funeral services will be held on Thursday, Oct. 5, at a 10:30 a.m. Mass of Christian Burial at St. Joseph Catholic Church in Rayne for Nabbie Broussard Brown, 81, who died Tuesday, Oct. 3, 2017, at Carpenter House in Lafayette.
Interment will be in the Lafayette Memorial Park in Lafayette.
Rev. Clint Trahan of Immaculate Conception Catholic Church in Morse will be the celebrant of the Funeral Mass and will conduct the funeral services.
Survivors include three daughters, Reata Lang of Youngsville, Brenda Brown of Houston, Texas and Cheryl Vallot and husband Patrick of Broussard; four sons, Eric Von Brown and wife Rhonda of Lafayette, Ted James Brown and wife Emily of Duson, Darrell Cormier and wife Tina of Corpus Christi, Texas, and Randy Cormier and wife Marsha of Hiram, Ohio; 15 grandchildren, 13 great-grandchildren, three great-great-grandchildren; three brothers, Nicolas Broussard and wife Mary of Orange, Texas, Dupre Broussard and wife Eva Dell of Walker, and Eddie Broussard of Beaumont, Texas; and two sisters, Barbara Broussard Meche of Rayne, and Renola Broussard and husband Thomas of Church Point.
She was preceded in death by her first husband, Moise Elton Comier; second husband, Ted Brown; father, Dupre Broussard Sr.; mother, Edith Leger Broussard; and brother, Gilford Broussard.

Marguerite “Mugs” Clark Williams

New Iberia – Funeral services were conducted for Marguerite “Mugs” Clark Williams, 96, at 11 a.m. on Wednesday, Oct. 4, in the David Funeral Home Chapel in New Iberia with Deacon Theo Landry officiating.
Burial followed in Holy Family Cemetery.
Visitation began Tuesday, Oct. 3, from 5 p.m. until 9 p.m. and resumed on Wednesday, Oct. 4, at 8 a.m. until 11 a.m. A rosary was prayed in the funeral home on Tuesday at 7 p.m.
A native of Ridge and a resident of New Iberia, Mrs. Williams passed away on Friday, Sept. 29, 2017, at 1:45 p.m. at Consolata Nursing Home in New Iberia.
She was a retired teacher with the Iberia Parish School Board. She was a member of Kappa Kappa Iota, Teachers Sorority, and the Our Lady Altar Society at Nativity of Our Lady Catholic Church. She also loved to sing and was a member of the church choir and taught CCD for many years.
She is survived by her daughters, Susan Fitzpatrick and husband Harvey (dec.) of Houston, Texas, Madelyn Rice and husband Randy of Lafayette and Janet Breard and husband Herbert of Monroe; her son, Michael L. Williams and wife Patty of New Iberia; her grandchildren, Franz Seidelhuber and wife Kathi of San Carlos, California, Elizabeth Seidelhuber of Lafayette, California, Christy S. Page and husband Jeremy of Eureka, California, Elizabeth York and husband Edward and Dr. Henry C. Foust III and wife Gretchen, all of Houston, Texas, Lauren Gary and husband Chap and Katy Bunker and husband Michael, all of Lafayette, Charles Rice and wife Elissa of Houston, Texas, Major Herbert L. Lettie L. Beverly-Curtis

RAYNE - Lettie L. Beverly-Curtis, 78, was born March 11, 1939, in Maxie, to the late Daniel S. Beverly Sr. and Eva M. Coleman Beverly.
On July 14, 1967, she was united in holy matrimony to Shelton Curtis Sr. She was a member of the sisterhood of The Eastern Star Chapter and a member of The Mission of Star Light Baptist Church of Rayne.
She worked for The Chatteau Nederland Apartments for several years, also worked for the Acadia School District in Rayne (Martin Petitjean Elementary).
Lettie was a member of Star Light Baptist Church upon moving to Texas, then she became a member of First Sixth Street Baptist of Port Arthur, Texas.
On Sunday, Sept. 24, 2017, at 1:30 p.m., the Lord called home His beloved child from the battlefield. Now she is at peace with no more pain and/or suffering. Lettie can rest easy in her new eternal life and resting place.
Lettie is preceded in death by her parents; her husband Shelton Curtis Sr.; and her son Ron K. Beverly Sr.; six brothers, Rev. Daniel S. Beverly Jr., August Beverly, Joseph Beverly, Landolph Beverly, George Beverly and Aaron Beverly; seven sisters, Grace Jackson, Elizabeth Green, Viola Babineaux, Mary Johnson, Lillie B. Roberts, Georgia M. Beverly and Annie M. Julian; also a beloved best friend/sister Laura J. Rose.

Anais Lan Gabrielle Alleman

Ms. Anais Lan Gabrielle Alleman, 17, of Church Point, passed away Oct. 2, 2017, at M.D. Anderson Cancer Center in Houston, Texas. Her name means Graceful Orchid sent from God, and as we all know, there has never been a definition truer than this.
Anais was born in Hoi An, Vietnam, and adopted by Dion and Chanda on July 11, 2000. She was the baby they prayed for 10 years. She stole her parents’ hearts with a referral picture on April 1, 2000, and their love for Anais only intensified with each passing year. Anais’ passion was dancing. She started dancing at the age of three and began competing at the age of six. She won numerous dance titles and awards during the nine years she competed. She loved meeting new people at dance competitions with many of these becoming lifelong friends.
Anais’ other passion was cheer. She was a flyer and she loved her squad. Eight days prior to being diagnosed with AML, Anais was cheering at the Mercedes Benz Superdome in New Orleans for her undefeated Notre Dame Pios to a win a State Football Championship. Anais was diagnosed in December 2015 and she fought a fierce battle. A battle that could not take the joy out of her heart or her beautiful smile from her face. She fought while maintaining humor, wit, sass and spunk. She fought with such grace, a grace that could have only been provided by our Lord and our Blessed Mother.
Anais touched the hearts of numerous lives during her journey. She left a beautiful mark on this world. A mark that has impacted many. Anais is survived by her parents, Dion and Chanda Alleman; her sister, Chloe Alleman of Church Point; her twin sister, Bri Ferguson of Beavercreek, Ohio; her grandparents Kenneth and Elaine Bergeron of Church Point and John Alleman of Duson. She is preceded in death by her loving grandmother, Bercie Alleman of Duson. Visitation will take place Thursday, Oct. 5, from 10 a.m. until 6 p.m. in Guidry Funeral Home. Anais will be moved to Our Lady of the Sacred Heart Catholic Church from 6:30 p.m. until 9 p.m. and a rosary will be recited in the church at 7 p.m. Visitation will continue at Guidry Funeral Home from 8 a.m. until the time of services on Friday morning.
A Mass of Christian burial will be held at 11 a.m. at Our Lady of the Sacred Heart Catholic Church with burial immediately following.

Funeral Services will be held for Linda Ann Kibodeaux, 59, at 2 p.m. on Wednesday, October 4, 2017 in the Duhon Funeral Home-Crowley Chapel with Rev. Jimmy Broussard officiating.
