Rayne ditch-cleaning project assisting other Louisiana cities

RAYNE - Last year when the City of Rayne garnered the LMA’s 16th annual “Best of Show Award” for its “Phase II Drainage Improvements (Culvert Angioplasty)” project, Mayor Charles “Chuck” Robichaux expected his hometown project to continue throughout the streets of Rayne.
The project involved a new method of clearing drainage culverts in the city’s ditches. It was noted of the tools and methods required for the ongoing project were conceived, designed and fabricated entirely by city employees.
But, since the project was displayed during a simple two-minute video shown during last year’s LMA Convention, other cities have shown interest.
Robichaux has and continues to help other local governments with similar projects designed after Rayne’s drainage improvements, in turn, preventing costly flooding not just in Rayne, but elsewhere in the state.
Robichaux, along with a handful of city employees, demonstrated the new method of ditch cleaning and the tools they use to a number of interested mayors and city officials in the area for the recently held LMA District Conference held in Crowley.
One day prior to the conference, the group met in Rayne to witness and take notes of the new procedure Rayne employees use for “culvert angioplasty” which not only clears standing ditches, but clogged culverts and driveways.
Among other city officials from throughout the state, Mayor Jennifer Vidrine of Ville Platte and Mayor Wendy Perrette of Bogalusa were on hand as Robichaux and Rayne city workers demonstrated the device. Both Ville Platte and Bogalusa intend to create a similar system to use in their own communities.
With a recent LMA announcement, LaMATS Executive Director Cliff Palmer said he plans for the Bureau to assist in this municipal tech-transfer project by helping promote the system and educate local governments on its acquisition and proper use.

Rotary of Rayne holds 2018 banquet, members honored

RAYNE - Natasha Domagalski thanked members of the Rotary Club of Rayne “for the privilege of serving as president” during the past year when a new 2018-2019 slate of officers was installed in ceremonies Thursday, June 28, at Chef Roy’s Frog City Café.
“It has been a honor and a privilege,” she said, adding that 2017-18 was “a fun year” for her and, she hoped, for the membership.
Jimmy Fontenot was sworn in as president of the Rayne club with Abby Guidry as vice president, Ken Arceneaux as president-elect, Rose Schexnider as secretary, Cheryl Rivette as treasurer, Rusty Wilson as sergeant-at-arms, and Cynthia Oliver and Troy Kibodeaux as directors
“This club really exemplifies the Rotary motto ‘Service Above Self,’ and that was never more evident than when we partnered with the Golden Meadow Club and made and delivered more than 60 weighted blankets to children and adults across the district,” Domagalski said.
She went on to laud the club’s commitment to the Rayne Veterans Park, where the Rotary provided the funding for the landscaping, and added that she was particularly proud of the fact that, during her term, 17 members had attained Paul Harris Fellow status, including all of the charter members of the club.
“I especially want to thank the board members for the dedication and wisdom during the year and my husband Paul for his understanding of everything Rotary,” she concluded.
A highlight of the evening’s program was the presentation of the prestigious Rotarian of the Year award, which went this year to Kyle Broussard, who, as co-chairman, took a very active role in the club’s Weighted Blankets Project.
The Service Above Self award was presented to Robert “Bob” Landry, who was instrumental in the project to have members elevated to Paul Harris Fellow status.
This year’s Distinguished Service Award was presented by the club to Glady and Nora Breaux, who operate The Daily Manna Center in Rayne.
Perfect Attendance awards were presented to: Nick Simoneaux - 19 years; Bob Landry - 14 years; Steve Bandy, Fran Bihm, Jarrod Gardiner, Cheryl Rivette, Kyle Broussard - seven years; Jimmy Fontenot and Ken Arceneaux - six years; Abby Guidry, Rose Schexnider, Roland Boudreaux and Natasha Domagalski - five years; Cynthia Oliver – four years; Cynthia Beslin – three years; and DeBorah Smith – two years.
In brief comments, incoming President Fontenot said he was enthusiastic about the upcoming year.
“We have a good club, good members and I look forward to this next year,” he said.

City Council meeting eyes infrastructure projects, proposes new fire station site

RAYNE - During Monday’s City Council meeting at City Hall, infrastructure was the main concern throughout the evening as stressed by Mayor Charles “Chuck” Robichaux.
“We have a great city filled with great people,” Robichaux said when discussing a number of projects now being eyed by the city. “However, without a solid infrastructure with our town’s water, sewer and electrical systems, we have nothing.”
Robichaux and the Council discussed a number of projects currently in progress, in addition to anticipated work as noted by Robichaux in absence of City Engineer Tim Mader.
He continued, “As most of you know, the Barbara Street upgrades have begun and things are looking good so far.
“The drainage project that our workers have been hitting hard is about 85 percent complete. At this point, we are looking to attend to the main street area, including the side-street flooding around the church (St. Joseph) and cemetery, fire station and around Champagne’s Grocery Store. The plans are on the table and we hope to address that real soon.
“We have upgrades to do at the water plant, which include major purchases, in addition to a couple of major pump stations that drain most of the city that need large generators and upgrades.”
In addition to a number of major street improvements planned in the near future, Robichaux also brought forth a resolution committing the city to matching a 25 percent funding ($105,000) towards the renovation and upgrade for the Martin Luther King Center.
“We have already committed the 25 percent cost way back when,” Robichaux said. “We basically need to agree to keep those funds available for the project.”
The Council unanimously adopted a resolution to continue to commit the funding for the MLK Center.
Robichaux also noted that suggestions and plans will be accepted by the Council for the project once the funds are made available by the state.
Tabled from last month, the Council considered the recommendation from the Planning and Zoning Board to deny a request by ARC of Acadiana to re-zone lots 4 and 5 of block 8 of Sunrise Acres Subdivision in Rayne from R-1 to R-3.
Following comments from Kathryn Arceneaux against the rezoning and Janice Cart in favor, the Council voted to deny the request with the exception of Cutrese Minix of Dictrict 1, who recused herself from the vote.
The Council also voted to adopt the millage rates(s) for the 2018 tax year during the meeting with the millage rates remaining the same.
The Council authorized Robichaux to negotiate a lease agreement with Fire District No. 9 (Rayne) for a proposed new facility located on property just south of the Rayne Chamber Office and the Bernard-Bertrand Home (Oak, Section, The Boulevard and north property line of the Rayne Housing Authority). Plans were discussed to build a new six-bay North Fire Station to service all areas north of the railroad line by Rayne Fire Chief Allen “Noochie” Credeur, joined by former Chief Lee Hebert.
Additional properties were presented to the Council for action. From the permit department, three properties were presented by City Inspector Mark Daigle for demolition.
The following properties were given 90 days for demolition: 808 Bailey Ave., 805 West D Street and 501 Live Oak.
The Council reappointed Benjamin Lormand as a member of the Police Civil Service Board for a three-year term, and also reappointed Lana Hebert as a member of the Housing Authority Board for a five-year term.
The final resolution adopted by the Council was in support of the Cooperative Endeavor Agreement by and between the Lafayette City-Parish Consolidated Government and the Acadiana Planning Commission, Inc., for the long-awaited Commuter Transit Services to be provided for Acadia Parish citizens for bus travel between Crowley and Lafayette.
The six-month pilot program will include three Rayne stops with plans to begin service in October.
In addition to a number of City Hall surplus items under new business, the monthly financial update was presented by City Clerk Annette Cutrera.
The Council also approved a liquor permit for Robert and Nikki Caruso, owners of Daiquiri Divas, LLC.
The final order of business of the evening was the mayor’s announcement of the official opening ceremony to be held for the new Veteran’s Park on Monday, July 16, at 6 p.m. at the Mural Room of the Rayne Civic Center Complex.
Following the ceremony and refreshments, the park will be visited as the completed project will be noted.

Rayne Veterans Park dedication set July 16

The City of Rayne and the Veterans Park Task Force have plans for the official dedication of the Rayne Veterans Park as announced by Chairman Larry Guidry.
Due to anticipated inclement weather and usually hot temperatures during the day, the ceremony will take place in the Mural Room of the Rayne Civic Center Complex, on Monday, July 16, at 6 p.m.
The program will include the Acadiana Veterans Honor Guard of Lafayette, master of ceremony Sen Jonathan Perry, welcome from Mayor Charles “Chuck” Robichaux and a slide presentation showing the phases of the park’s construction.
After the ceremony guests are invited for refreshments. Upon departure, all are asked to visit the park and pause to admire the veteran’s brick display.
This is a special invitation for all to attend and honor our veterans.
